Dr. Şirin Gülcen EREN born in 1970, Edremit Balıkesir, Turkey. She is 1987 graduate of the Adana Anadolu Lycee. She had her City Planning Degree from the Middle East Technical University (METU) Faculty of Architecture Department of City and Regional Planning between 1987 and 1991. She had her Master Degree (1995) and Ph.D. Degree (2007) from the Graduate School of Natural and Applied Sciences of the METU City and Regional Planning Program. Her doctorate thesis; "Impacts of Privatization on Urban Planning: The Turkish Case (Ankara)" has been awarded "Serhat Özyar Young Scientist Award 2008" which is a national award jointly given by the Chamber of Electrical Engineers (EMO), Science and Utopia Cooperative, and the Middle East Technical University (METU) Academicians’ Association. After graduation in 1991, she had a private sector planning experience for a while. In the year 1992, she became a research and teaching assistant in the METU City and Regional Planning Department. She had taken duty on basic design studios and several research projects. In the year 1994, she started to work in the annulled Ministry of Public Works and Settlement the General Directorate of Technical Research and Implementation. The first place of recruitment - the Department of Planning Project - she made several macro scale planning studies, participated various urban planning legislation commissions, and took part in the preparation of the Turkey General Settlement Order Atlas. She took active part in temporary and permanent housing activities of the 1999 Eastern Marmara Earthquake and carried on general coordination and /or studies of various foreign credits and donations. In this department, she also was responsible from the relations with international institutions (European Council, World Trade Organization, United Nations, World Bank, JICA, etc.). From 2003 onwards till the end of the third quarter of 2006, she became head of the International Institutions Branch. She had the responsibility to establish the European Union Relations Unit of the Ministry in between 2000–2001. She was the coordinator of this Unit. In between 2001–2005, she had taken basic European Union (EU) and International Relations Courses and Sectoral English Course in the Ankara University European Community Research Center (ATAUM). She became the first runner-up of 2003 European Union (EU) International Relations Course. From 2001 till the end of 2006, she made sectoral studies on architecture, engineering, consultancy, and construction issues within the content of Services Trade General Agreement (GATS) and Working Party on Domestic Regulations (WPDR) studies as the only national sectoral expert. She participated to bilateral, multilateral and multilateral negotiations of the World Trade Organization (WTO). Between the years 2004–2006, she was the project coordinator of World Bank MEER Project A.3.1. Sub-component that is designed as a post-earthquake recovery and institutional capacity building activity. She has worked in the General Directorate of Disaster Affairs in between 2006–2008. She has worked between October 2009 and March 2014 as the head of Authorization Branch of the Department of Certification and Registry, the General Directorate of Professional Services of the annulled Ministry of Environment and Urbanism. The Branch is responsible of mapping engineers and city planners’ professional licenses. She was also the head of Department of Certification and Registry for 11 months till 2014 January. She was the head of Authors of Plan Qualification Evaluation Commission between 20.04.2010- 18.06.2014. She worked as a city planner in the General Directorate of Protection of Natural Resources between April 2014 and October 2017. She is currently enrolled in the Suleyman Demirel University in Isparta as an Assoc. Prof. Dr.in the Faculty of Architecture. She is carrying on studies on technical and politechnical organizations (TEPO Directory), Geostamps, Ancient Spatial Networks and Cultural Heritage. Up to date she has took part in a number of institutional and intra institutional studies such as active faults and urban planning, planning symbols. She was a member of several professional commissions of the Chamber of City Planners and Chamber of Architects. She has competence on international organizations, disaster and post-rehabilitation issues, integration of geoscientific data into planning, services trade (work permits of foreign engineers and architects, professional qualifications and competencies, professional education, licensing systems), land management, property/rights to property, de facto-privatization and de jure-privatization, and land and parcel policies. She has participated on national or international scientific meetings, panels and sessions as an invited speaker or consultant. Besides her various publications, she has various certificates and awards. She is a member the Association of Saving, Preserving and Rehabilitating the Antique City of Antandros. She is a member of the Zeytindalı Women Cooperative. She is the head of the Technic and Politechnic Research, Development and Implementation Association. 09.11.2022
